Regional EHS Manager (8/19/09)
Location: Pasadena, TX
Job Responsibilities: This role will be that of an EHS Manager assigned to maintaining and managing day-to-day health, safety, emergency response, and security activities in support of terminal operations in the Gulf Coast Liquid Region. Additionally the position will be responsible for the implementation of OSHA’s Voluntary Protection Program (VPP) and ensuring that Marine Transportation Security Act (MTSA) facilities are in compliance with federal regulations.
Key Job Responsibilities/Accountabilities:
- Participate in daily operations planning meetings
- Duties and responsibilities will include:
- EHS management, oversight, and strategic plan development;
- EHS budget; reports; communication;
- Regional performance measures (metrics);
- Assist internal / external legal counsel in preparation of legal and technical defenses in regulatory enforcement actions and associated regulatory matters;
- Advise commercial / sales staff regarding EHS implications associated with storage and transfer of new commodities;
- Participate in TWGs, industry and trade associations and workgroups;
- Develop cost-effective compliance strategies;
- Coordinate audits and agency inspections;
- Personnel management; mentoring, development, and staff succession planning;
- Coordinate customer and neighbor interaction (customer requests, CAER, community relations, vendors/consultants, agencies, customer audits);
- Federal / State / Local rule and regulation review, interpretation and implementation;
- Permitting - research needs, identify conditions, prepare applications, manage compliance with permit conditions, resolve issues;
- Liaison with regulatory and other external parties;
- Facility-specific EHS manuals, programs, procedures and standards preparation, implementation, and review;
- Contractor safety program management;
- Loss control / risk management;
- Emergency planning and preparation including scheduling and conducting drills and exercises
Educational Requirements (minimal requirements and any additional education or training that would be helpful)
- Bachelors’ degree in Engineering, Environmental Science, Physical Sciences, Industrial Hygiene/Safety Management or related Natural Sciences
Job Requirements (specific experience, skills, knowledge, certifications, licenses, competencies, working conditions)
- 8-10 years of experience in progressively responsible industrial EHS management position
- Proficient written and verbal communication skills, people skills, and an ability to work under pressure within deadlines as required
- Proficient command of regulations and ability to interact with regulatory agencies and peers with self-confidence, poise, and professionalism is imperative
- Requires working knowledge of regulations, policies and prevailing cultures of Terminal operations and strong communications skills with employees, supervisors and, regulatory agencies
- Ability to implement policies and procedures that are protective of the environment, personnel, equipment and Kinder Morgan business interests
- Ability to provide quick and efficient responses to sensitive issues where a high level of technical, systematic or emergency thought processes is required
- Ability to evaluate and offer advice and implementation of solutions due to complexities of health, safety, training, and industrial hygiene issues
- This position is a strong link between operations, and management staff which requires handling of multiple projects and issues with short deadlines
- Requires contact with all levels of employees and management within the Gulf Region and will deal with numerous Federal, State, and Local regulatory agencies and consultants
- Must exhibit ability to function with limited supervision and at times will be assigned the task of coordinator or project manager depending upon the nature and scope of applicable projects. This will include both capital and expense projects
- Required to carry a company-provided cell phone, and be available to respond during working and non-working hours
- Must be able to work with a team, take direction from supervisor(s), adhere to required work schedules, focus attention on details and follow work rules
Preferred Experience, Skills and Knowledge (above the minimum requirements; not required, but advantageous in this position)
- Experience at operating terminals, petroleum industry, or other heavy industrial or manufacturing facilities is highly desirable
- Experience in Emergency Response, Haz-Mat, Fire or Rescue preferred
- Professional certification(s) is preferred, but not required
- Working knowledge of Microsoft Word, Excel, PowerPoint, Access and Internet Search Engines
