Brian Bailey speaks on OSHA’s New Walking and Working Surfaces Standard at February Meeting
ASSE Professional Member and President of the ASSE Panhandle Chapter, Brian D. Bailey, M.Eng., OHST, was the speaker at the February 9, 2017 meeting of the Panhandle Chapter.
Brian is the Senior Safety Consultant at Xcel Energy in Amarillo and spoke about OSHA’s recent update to Subpart D, “Walking-Working Surfaces.” This final rule became effective January 17, 2017, and has several compliance deadlines coming later in the year and in following years.
He provided an excellent overview of the changes that essentially updates the old, 1972 general industry standard on slips, trips, and fall hazards (Subpart D) and personal fall protection systems (Subpart I) and brings them up to the current consensus standards and best practices in the industry.
OSHA estimates that these changes will prevent 29 fatalities and 5,842 lost-workday injuries every year.
Although the rule became effective on January 17th, some of the key provisions such as training do not go into effect until May 17th, 2017, see table below.

In closing Brian recommended that with any new Standard, that we have to ensure that whatever we do, that we make sure that it is thoroughly documented.
